Disable startup and background programs. Clean install Windows if you want. 8GB should be no problem for most cases.

Agrred. To me now days 8GB is the minium. And 16GB is recommended. I was able to survive on 4GB of RAM simply by not installing any start up programs that consumes memory and watch how many programs I run. I noticed Firefox doesn't utilize as much memory as Chrome. You can try that to see if it helps in any way. Windows 10 does a decent job utilizing system memory.
