can't install a program, installshield wizard

I installed a program to the wrong directory, so I uninstalled it.  When I go back to the installshield wizard, My only option are repairing or removing it.  I have tried both and they do nothing.  I have since gone through both drives in their entirety and deleted every file that could possibly be associated with the program and used the search feature in regedit to delete all remnants of the program.  SOMEHOW, the installer still will only allow me to repair or remove, neither of which work.  What do i do?

You have rebooted since uninstalling I imagine, and you have done a registry clean correct?
