Overwatch Frame Drops

I installed Overwatch on my dad's computer to play when I am there, and I keep getting frame drops. My dad's rig is a FX 8350 Watercooled (never tos 70C) and a R9 380 4gb. I first tried setting the priority of Overwatch to high and lowering settings to medium. I was getting around 100fps with frequent drops to 20-30. I then saw that the GPU was at around 80C in the menus (unacceptable) so I underclocked and turned up the fan speed. That helped even more, but  Istill am getting frequent drops of the same degree. I also tried setting Battle Net to close when a game is launched and that didn't help either. On my PC which is a i5 4590 and a GTX 1060 6gb I can play just fine on ultra/epic settings around 100fps with no drops. I am at a loss at what to do.
