Dividing a 21:9 display to multiple 'monitors' in windows?

Hey, I was wondering if there was a way to divide my 21:9 monitor so that I am able to achieve a 16:9 aspect ratio on one part and what ever the rest is. This isn't possible using my monitors built in screen-split. I want to be able to have a game fullscreen in 16:9 and have a bit on the side to monitor things for example a steam chat. Kinda something like this?

Just run the applications in windowed mode side by side

Don't forget to "Quote" when replying so we can see it.

I need the 16:9 be fullscreen, or at least fullscreen boarderless without the windows sidebar interfering with the game, and have the taskbar on the other window

Do you reeeeaaaalllllyyy need the taskbar?

Not necessarily, But I hate the windows auto hide feature

Also, I can't move a border less game to the side of the screen.. Unless you can but I don't know about it

Personally, I would just run both windowed, but if that doesn't work for you, I really have no idea.

I want the full .9 aspect ratio vertical 1080p is already low enough

Display fusion has this feature. You can get it on steam for a few bucks.

well yes and no. 

You can also manage one display like that. I just did that.

I set it to have essentially 2 displays in one. One is 1500x1080 and one 420x1080 (can be custom) and now i can either maximize

in each one or the whole thing. It's actually pretty cool now that i know that lol.
