Im currently running a pirated copy of the game but it shouldnt affect my results.
I have an rx 480 and an i5 6402p. I run gta maxed with the exception of msaa (which i run at x2) and reflection msaa (which i also run at 2) to compensate for this i use fxaa. I also have my population variety maxed and the other sliders at 75%. The advanced graphics are off other than the extended shadows (which is at 50%) the long shadows and the extended flying render distance. The other slider in advanced graphics is left off. I get around 60 fps with some drops below but it seems pretty good. Is there anything i should turn down/up to make it look better?

I run 1080p ultra/very high no AA with frame scaling at 1.5x for that crisper image and higher quality textures/reflections etc

what is your population set to? i get TERRIBLE stuttering with the population maxed

Stuttering? I have no clue. I max out EVERYTHING in the normal graphics tab -AA of any sort, all sliders and everything (also no motion blur yuck.)

wow... i guess gta likes cores? i dont know what else could be the reason im so cpu bound. The 6402p should beat your cpu

Mind you my 8350 is at 4.8ghz with 2400mhz ddr3 alongside it. My PC is essentially FX at it's FULL potential unless you go insane with cooling which is a waste on a $100 cpu. But even then GTA V only uses 4 of my cores so your 6402p should beat me at least a little bit.

damn i dunno. ill double check with msi ab on but im pretty sure that was the issue before

Holy crap downscaled 1620p looks nearly as good as 8x msaa! Thanks for the tip! Also i raised the settings a bit and theres no stuttering but your cpu still performs better... strange

FX on speed (overclocked to hell) does alright really. In anything but GTA V I DO NOT go below 60fps whatsoever. It's still upgrade time within the year though.

Turn grass as low as it goes, and reflection MSAA is pretty unnoticeable so it's a waste of performance. The normal MSAA option makes a pretty large difference as far as aliasing goes. If you can, it's much nicer to use that and just turn down something useless. Post FX can be turned off, as it's more of an annoyance than anything. Anisotropic filtering could be halved without consequence.
