YouTube videos occasionally freeze and go green when paused and resumed on random point of the video timeline, it only happens when hardware accelerated VP9 decoding is enabled.
Any other site that contains HTML5 embedded videos, eg. Vimeo work just fine, so it seems to be only YouTube.

Works normally with Microsoft Edge.

UPDATE 16/05/2017:

Installing the Win10 Creators Update seems to have fixed this completely.

If it doesn't work, workarounds are:
- Disabling hardware-accelerated video decode from chrome://flags
- Installing h264ify extension, it makes youtube stream H264 videos instead of VP8/VP9.
- Using different browser.
