PC refuses to post

About a month ago I plugged 12v into a 5v USB socket on my cpu, I managed to get a new motherboard free of charge from the manufacturer but it still would not boot, The new cpu (Was under warranty) just arrived today but still no boot. Not even a ram buzz? I tested the old cpu/mobo with another psu but should I change psu? all the fans and lights power up and there seems to be no issue. I have tried both my 1060's and the mobos output.

Is everything plugged in right?

No but its my main guess at whats wrong, the thing is its not beeping

No, the old had and showed a cpu error
