Ryzen 1800x issues

ive posted this a few times but i havent gotten a whole bunch of help on a solution. I get really poor FPS in games, sometimes 7-30 it jumps around. Even when i turn the graphics down. I have a NVIDIA 1060 6GB MSI, MSI 370X Gaming Titanium, 32GB DDR4, AMD Ryzen 1800X, SSD Bootable, SSD Gaming, 4 HDDs for plex drives. I know the plex transcoder seems to take alot of CPU power but it has 8 cores it should be able to spread the load better. Ive had computers that werent as high end doing multiple processes and transcoding jobs and still able to pull 60 FPS solid.

I have attached some photos. Lemme know what you guys think. Also my boot times are over a minute long. It takes quite awhile for the logo to even post too. I also notice sometimes my cores when in game stay at 2.2GHz.
