Excel Wierd Issue

So when trying to save on Excel 2013 some of the users i have are complaining of an issue like the one attached (i mocked the picture up but it is virtually the same as what happens to them ) 

The PC's are 

Dell Optiplex 7020's 

I5 4590
8 or 16Gb (some have 8 some have 16)
1TB HDD (not SSD)

Windows 10 1703 (but this has happend on previous versions also) 
Office 2013 Professional


Has anyone seen this issue or has a fix ? PleasE !

Have you tried to reinstall or the "fix it" tool?

Yup - Repaired the program and we have previously tried to reinstall the program also. 

also Ran SFC /Scannow
