It would be useful to know where you were buying from, I'm just going to use the German PCPP because that's easiest and I don't have more info.

An AIO like the H60 is pretty much the WORST idea for this kind of system. It will be a huge hassle if it does fail, where an air cooler just won't fail. Also, a cheap air cooler will be much quieter than a cheap AIO.

This is what I'd be looking at getting;

PCPartPicker part list / Price breakdown by merchant

CPU: AMD Ryzen 5 1600 3.2GHz 6-Core Processor  (€237.85 @ Mindfactory)
Motherboard: Gigabyte GA-AB350M-Gaming 3 Micro ATX AM4 Motherboard  (€101.69 @ Mindfactory)
Memory: Corsair Vengeance LPX 16GB (2 x 8GB) DDR4-3000 Memory  (€129.85 @ Mindfactory)
Storage: Crucial MX300 275GB 2.5" Solid State Drive  (€92.38 @ Amazon Deutschland)
Case: Fractal Design Define Mini C MicroATX Mid Tower Case  (€78.28 @ Amazon Deutschland)
Power Supply: SeaSonic 520W 80+ Bronze Certified Fully-Modular ATX Power Supply  (€67.62 @ Amazon Deutschland)
Other: 2GB Sapphire Radeon RX 550 Pulse  (€89.00)
Total: €796.67

A nice fast kit of 16GB RAM, since Ryzen likes fast RAM. A nice, quiet case. A good quality, modular PSU. Better SSD. I'd even suggest spending the extra 5e for a 250GB 850 EVO if you could, but the MX300 would be fine. You could really get away with the stock cooler on this to be honest, but if you want an aftermarket cooler, pretty much anything from Be Quiet! or Scythe is a good shout, and quiet.

budget cooler from Be Quiet that performs similarly to stock Ryzen cooler, a little better, and is quite silent.

Since it's supposed to be an office PC, an RX 550 should be plenty fine. Or, you could spend the extra 15e or so for an RX 460;

You could get an R5 1400 instead of the 1600 if you wanted to save about 50e.

Intel Core i7-4790k @ 4.7GHz | Asus Maximus VII Hero | NZXT Kraken X61 | 2x8GB Corsair Vengeance Pro(Red) @ 1866MHz | 2TB Seagate Barracuda | 250GB Samsung 850-EVO | 2- way SLI Asus Strix GTX 970's @ 1500MHz | EVGA 750W G2 | NZXT H440(black/red) | 3x120mm Sharkoon Shark Blade fans(red) | 3x140mm Be Quiet! I would suggest an i3-7100 cpu. Better performance to the G4560.

Use the stock cooler, don't bother with an AIO.

Instead of the Kingston ssd, consider the Crucial MX300 275GB or Samsung 850 Evo 250GB.

Unless you are using software that needs a discreet gpu, stick with the on-chip gpu.

You might want to consider the Fractal Design Define Mini C quiet case.

If it is available, consider the Seasonic ECO 430W or Corsair CXM-450.

80+ ratings certify electrical efficiency. Not quality.

Water cooled off and replaced by air cooling (be quiet! Pure Rock 39,00€).
So far, there is a separate graphics card and the Nvidia driver situation with linux is better than AMDn.
So and the place to buy is jimms.fi or a local computer store that I have been a customer for thirty years now.

Why the GPU, you can run up to 3 monitors off Kaby Lake IGPUs.

If your not planning on OC, the stock intel cooler will do fine. (saves you that 40 euros, and the fact your board won't support it)

Depending on your work load, having a quad core cpu can come in handy, but since I imagine it's more office work, the Pentium G4560 will work (due to HT)

Current System Specs:

CPU: Intel I5-7660K; CPU Cooler: Coolermaster Hyper 212X; Thermal Paste: IC Diamond 7 Carat; Motherboard: MSI Z270 Gaming Pro Carbon;

RAM: Kingston HyperX Fury Black 16GB (2 x 8gb) DDR4 - 2400; SSD Storage: 1TB Samsung 850 EVO; Storage: 2TB Seagate Barracuda 7200rpm;

GPU: Gigabyte Geforce GTX 1070 8gb G1 Gaming; Case: NZXT Phantom 530 Black; PSU: EVGA Supernova G2 650W 80+ Gold, OS: Windows 10 Home
