HELP long boot time POST Screen

I have an Acer D270 with fresh windows 7 Installed. Every time i start it up it takes around 15 to 20 mins to get past the post screen and actually start loading Windows 7. 

 

Any Idea. ? It also takes similiar time to get into Bios Setup if I press F2 Either way a long time

Tried resetting BIOS settings?

CPU: Intel Core i7 8700  

GPU: Gigabyte GeForce GTX 1070

MOBO: ASUS Z370-F STRIX  

RAM: 16GB Corsair Vengeance DDR4 2133MHz
