Uninstall driver from old card WITH the old card, turn off PC and install new card + new driver, best way to do it in my opinion.

AMD has a driver remover tool thing in the driver part of their webpage if you wanna use that.  I'd use the device manager in windows then run CCleaner.

If you are switching from Nvidia to AMD or vice versa, I would uninstall them before you install the new ones.
