Something like this is probably more realistic with a 1000 Euro budget.

 

Ryzen R5 is due on the 11th April so the price is a rough estimate. I think it comes with a stock cooler.

 

You can get a cheaper power supply if you go non modular i.e SuperFlower Golden Green or a cheaper semi modular such as a Corsair CXM (Grey label)

I'd wait for AMD's Ryzen R5 CPUs and see what they have on offer. You might be able to fit in a GTX 1070 in that budget.
