Full Reset Windows 10 Not Working

So I decided I wanted to do a full fresh format across all my drives (including manually loading Windows 10 via USB), however I thought I'd just use the Windows built in reset. Surprise for me, it failed because it got on that famous bug for it, that to this day, even after the last two years, has never been fixed, I got stuck on a particular percentage for hours and hours, infinitely loading on "49%". At this point, the only thing I really could do was restart my PC. It booted back up to my backup, however, the reset had been broken, and does not work. I used the tool provided at Microsoft to do a reset and reinstall Windows. This worked, It purged everything as I wanted...except one problem. It kept the old version of Windows around, and I am not able to delete it for some ungodly reason even with admin enabled.

Essentially, because I am paranoid, I want to do a full, clean reset anyway. I have Windows and my files already backed up and separate USB's and other locations. I just need to know how to purge everything.

TL;DR: Reset breaks, files left behind, I want to purge everything and install Windows 10 manually. How to?

Use CCleaners Format, that's a good Idea, just don't use windows it is horrible I mean seriously I wanted to clean my drive so many times with it but keep reminding my self not to so I have to reinstall CCleaner
