Intel Turbo boost issue

I recently purchased a i5 7500. According to specs it should be able to turbo boost up to 3.8ghz. I've been monitoring the cpu and it rarely gets to 3.7ghz. The cpu is watercooled, idles about 25 and under load 40. Is there something I need to change in bios to get the cpu to boost higher?

3.8 is only when a single core is being used. When 2 (and 3?) are in use, it only goes up to 3.7, with 3.6 as the "all cores" state.
