Only when using PCIE 3.0 2x or PCIE 2.0 4x would you be getting worse results.

 

Think of it like this.

PCIE 3.0 4x = PCIE 2.0 8x

And PCIE 2.0 @ 8x has hardly to zero performance issues on a RX470.

(Maybe it would if your using Crossfire+HighRes and need the bandwidth)

But for single GPU's of mid-tier (and likely better single-gpus) are going to be fine.

What board / CPU are you using that only has 3.0 x4? Is it a second GPU that you're wanting to crossfire? If so youd get a little bit of a bottleneck but not really much. It'd be more of a problem for a high end GPU but not for something like an RX 470

Id also add.

Other cases.. on certain cpu and chipset examples..a second slot can be PCIE 2.0 x4 and this not always but usually means its running from the non-cpu driven chipset, higher latency and all that...

 

As slot 2..PCIE3.0 4x is usually still CPU driven as opposed to PCIE 2.0 4x.

Small variations to this do exist, this is why researching smaller aspects do you some good.

 

This however does not likely concern the OP. Just an fyi for random readers.

I'm not going to crossfire, thanks for replying. My cpu is a10-7850k, so I will get  a bit of bottleneck anyways.

I'd like to add, a few months ago my main pc's motherboard failed on me, leaving me with an itx pc with an i7 3770K in it. It had a 3.0 x16 slot however my maxwell titan x wasn't going to fit in the low profile case so i used a powered x1 pcie riser, id previously been running a 4.4ghz 5820K and the stock settings of the 3770K were causing the bottleneck. though when at higher resolutions it became obvious it was causing some kind of bottleneck as fps was bouncy, still high but bouncy between 120 and 180 when previously it had been stable ~200
