Sometimes, my PC starts to freeze on a particular area (e.g. Start Button) and some of the programs are slowly opening. Do I need to replace/add something, or there is something probably broken? I'm new to asking this kind of thing.

I agree with @Abyssal Radon, make a backup of important things.

With the limited info you've provided it's impossible to determine exactly what's wrong. Could be a driver problem, could be some program running in the background, could be many things.

But HDD failure or malware will often cause these random freezes so first thing to do would be making sure your data is secure.

Maybe... If your system runs out of memory it will use the pagefile, on your hard disk, which is incredibly slow compared to RAM. 

To see how much your system is using and how much you've got available just use Task Manager (press Ctrl + Alt + Del) and check under the performance tab.

I only have 4 GB, is it enough for Gaming?

Depends what games you want to play, minecraft will do fine, battlefield 1 won't work.

 

You're running a 3rd gen i3 without a dedicated GPU so, no, you won't be able to play demanding games, no matter how much RAM you put in that system.

I play Garry's Mod and Team Fortress 2.

 

How do I fix that? I'm new to this dedicated GPU stuffs.

You're asking a lot of different questions in this topic. You might want to follow the advice given so far and fix the problem of random freezes in Windows first.

 

If you would want to improve the gaming performance of your system, and you don't want to buy a new rig, you could buy a half height graphics card, full size cards don't fit in that case.

Make sure your power supply can handle the extra wattage. I think MSI makes a half height 1050ti that would suit your system.

 

If you need more help, open a topic in the correct forum about how to improve gaming performance for your system, and people will help you choose the right parts.
