My pc shows less installed memory

I hava 2 questions 

1st- i have 4gb ddr2 ram (2x2) but in my pc it only shows 3.49 as you can see in the attachment is it a ram defect i have changed my OS several times but it didn't changed

2nd- i have intel core 2 duo E8500 3.16 ghz but again next to this it also shows 2.53 ghz please tell me why is it like that does it mean that i cant use more than 2.53ghz or somthing

are you running a mobo with integrated graphics?

I have total available graphic memory of 256 mb though i was not able to run any games

For the Memory:

1. Open Task Manager
2. Performance Tab
3. Click Resorce Monitor
4. Memory Tab

What does it say under installed memory?

 

For your CPU, The issue that you are describing should be solved by just disabling the Enhance Intel SpeedStep® Technology in the BIOS of your motherboard. If that's enabled, check if it's system underclock to save power by checking this screen again while under load.
