That is the stock clock, if you turn turbo boost off in the bios it will run at 3,4GHz.
It is also a sign that your CPU isn't thermal throttling :)

Yeah as already told. That is turbo boost in action. This Xeon CPU can boost up to 3.8 GHz depending on work load (how many cores/threads that is in use), heat and power consumption. These tree things decide when or when not the cpu are in turbo mode and how hig it will boost to.
