For about a week I've been trying to build a PC and frankly I am completely lost through the process, mainly because I don't know what to choose from the plenty of parts available.
I have a budget of around 1100-1200 euros, and I am from Romania. I wouldn't mind buying parts abroad and importing them, considering that most parts here are at least 40-50% more expensive than retail prices. I will primarily use the PC for gaming, and frankly don't care about things like RGB and other stuff like that.

I feel you, Slovenia has inflated prices as well.. For 1080p gaming, consider something like a gtx 1060 or 1050ti (RX480, If you go RedTeam). That will cost you a fortune in Romania, but importing should decrease the price a little. As for the CPU, any 4 core would do. It doesn't have to be a K model either, since that will also increase the price drastically. If you can get something like i5-7600 or i5-6600 within your budget, that would be awesome. And then you kinda build your system around these two major components. Motherboard will come cheaper since you don't need CPU overclocking support.. Get 16gb of RAM if possible, that's the sweat spot. PSU can be 400W or even lower, since total power draw wont exceed 150-200W.. That should be within your budget. If you can get better components, go for it.

Why should he buy a motherboard with oc functions if he hasn't an overclockable CPU ?

I made a build for one of my friends. You should swap the HDD (WD yellow edition 2TB) with a WD blue 1TB for €50,- because he got it from me for free :D

It was exactly €1.000 in the Netherlands. I don't know about prices in Romania but at least you have a base line. Also you have €100/€200 more so maybe it will fit. If you have money left over buy a SSD. Like the: Samsung 850 EVO-Series 250GB 2.5" or more GB.

Spend less on the motherboard and more on the cooler and psu. Especially psu

I have only one question. In the post you are saying you have max €1.200,- budget but if I look at the German pcpartpicker.com it is €1320,20. Are you confusing dollar with euro or is it my mistake?
