Just wondering if this setup can get 60 fps one older titles like the original Skyrim but still play newer AAA ones like Titanfall 2 at about 30 fps

Anything less than 500 US dollars. I'm not looking for looks or aethtices but performance for a 30fps experience on the newest titles for fun.

Why not go for a g4560 and a B250M Motherboard?
