I want an under $500 PC that can handle sandbox games like Minecraft (Modded and Vanilla) and Scrap Mechanic. I also plan to screen record while playing these games and also plan to do some light video editing. This implies that I will need a PC with an emphasis on CPU given that sandbox games tend to be more CPU intensive. I already have peripherals but I will need a monitor, any old monitor off of Ebay will do. The real challenge is I will need WiFi either built into the mother board or through a separate card. Internet speeds where I live are limited to 60 Mbps and I don't do much locally so N Class probably will do. My final question is should I use an AMD Graphics Card or/and should I wait for the lower and unreleased tiers of AMD Ryzen.

This is the best I could come up with.  I would highly recommend getting a discrete GPU down the road because Scrap Mechanic recommends a GTX 660.  (BTW, you can usually get a GTX 660 for around $50 on eBay.)

Can you not use a wired/ethernet connection?

That build will be okay, but don't expect to do heavy mods without paying the price in performance as Minecraft is almost completely CPU dependent. The video editing will likely present some problems if done with that CPU, once again due to the lack of threads. I personally would wait to see AMDs R5 and R3 CPUs and what they cost, but your budget is extremely constrictive for doing what you say. You should likely think about forgoing streaming until you can get at least an i5.
