Bois/Motherboard Issues

Okay so as  i continue to build my pc straight from hell i am now have a bois/motherboard issue i beleive

 

Here is what is happening

*Press Power Button

*Boot Loop(it starts all fans and then turns off no bois no post)

*Repeat sometimes 

*takes like 2-3 minutes for bois screen to show up 

*Code 99 in the corner(ive heard this is really bad)

*Error Can not detect fw version in top cornor of screen

*Wierd LinesRun a across my screen

*No display (My stuff is all still powerded on (Mice Keyboard , Cpu Fan,GPU,Mobo Lights)

 

Heres what ive tried to fix the issue 

Flash Bois

Reseat Memory , Gpu , Cpu

Only use 1 stick of confirmed working memory 

disconnect harddrive

Clear Cmos

 

PC Specs

Mobo: B85m Gaming(Mirco Atx)

CPU: Intel Pentium G3258

GPU: Gtx 960 gaming 4g MSI

Cooler: Stock

PSU: Corsair Hx1050 (its overkill but it was given to me for free cuase my grandpa wanted to upgrade to a 1600 watt )

 

Please Help Me I hope my mobo isnt dead i litterly just had it Rmaed last week but since then  havnt got this machine to work soo yeah  if you have any ideas let me know
