Fan Controller for CPU Fan

Fans connected to the motherboard respond to the motherboard fan settings which are usually curves that rely on cpu/system temps.

The Fan Mate 2 provides all the control in the speed control knob. The fan speed is dependent on how far the knob is turned and does not respond to temps. There is a cable from it that connects to the motherboard but that is only for reading rpm. 

So my fans are extremely annoying to hear during startup (they obviously go to 100% for about 5 seconds) and I figured I found a good solution to this. I found this fan controller which should control the speed of the fan even at startups so that it could never reach 100% if I wanted it. I was told a while ago that this is risky because the system will not have control to ramp up fan speed as the CPU heats up and that I have to manage that myself. 

 

So a few questions, would this fan controller work for what I plan on doing, and second, about the system control for fan speeds, is that true? I feel like it would still be able to have control, but it would just be bottlenecked/at a limit of what the fan controller allows.

Okay so that means that once the fan is connected to that fan controller, that's what the fan will be running at 100% of the time according to the fan control knob?
