GPU Overclock settings.

Hello!

 

My buddy has a MSI GTX1050ti. He does not have a power supply necessary for all the power pins on the GPU. Some sources on the world wide web say you only need pins for overclocking. Is this accurate? Also if I put his card into my RIG and then downclock the card. After downclocking move it into his rig will it remember the settings?
