anti static vs non anti static

Not really needed. As long as you touch something that's grounded every couple of minutes then you're fine. To group a case, simply install the PSU and PKU it into the wall but leave it turned off.

A constant anti-static grounding (like a wrist strap) is a bit overkill... just use common sense. Don't build your computer on the carpet with your socks on, and make sure you touch the case every once in a while.
