MCE on T/S CPU's?

Has anyone tried using MCE(multicore enhancement) on lower wattage S CPU's?  I noticed that in the Haswell line, the regular CPU's and the low wattage S CPU's have the same top speed turbo boost.  Pending you have a mobo that supports MCE and have an aftermarket cooler, wouldn't the lower wattage S CPU's be the better option as once MCE is activated, they will turbo boost to the same speed as the regular CPU's, but when not under a heavy load, will run at a lower speed and wattage?
