Does it boot with no drives plugged into them?

Have you tried booting with only one of the cards installed.

If it boots with no drives or only one card, try adding drives until it fails or you run out of room on the card.

Looking at your hardware I'm guessing this is a gaming rig that you want to have a ton of storage on. I would suggest looking into a cheap atom motherboard with 8-16GB of memory to run freenas or some other ZFS capable operating system. If you go that route the LSI SAS9211-8I is a really nice card, you flash the card to IT firmware and it works great for relatively cheap.

I have tried all that and still get a boot loop

the only reason I'm use my own rig in this is that my server now is a am1 5350 it only has 1 pcie and when I was looking for a raid card 24 sas card was over  £300 sata3
