I have a problem when i am playing for example gta 5 a cpu intensive game. When im in game i have 100% load on cpu (i5 6400) but after some time playing i get fps drops in game due to cpu load dropping from 100% to 60% with no reason. Temperatures are around 40°C. And i have a gtx 1060 6gb. and 8gb of RAM

i tried do put the game on high priority in task manager but it didnt work

There's something called On Demand Clock Modulation that would do to the CPU as you describe. It forces your CPU to idle and not use 100% of its resources for power saving reasons in increments of 12.5% loss of CPU horsepower I believe (so 87.5%, 62.5%, all the way down to only 12.5% CPU usage). 

 

I can't tell you why that would be affecting you cuz its normally something not to worry about for any default system but you could try disabling that setting in your BIOS and see what happens
