This is my PC, I run games in 4k on a predator x34 21:9 gaming monitor. All the settings on ultra and my card overclocked to 135 for gpu offset and 25 mem clock offset. I also clocked my CPU to 4.9 ghz

 

I applied new thermal paste to the cpu but when I play a game like gta 5 online for a long time it just freezes and I have to push the power button to boot. Any ideas on whats causing this?

Probably instability, try either increasing the vcore slightly (temp permitting) or lower the speed to 4.8ghz

I had this problem even before I overclocked my CPU, I've read that the 9590 has a heat problem could it be that I need a new water cooler? With a bigger radiator?

That cooler is weak, the H80 was worse than my 212 evo, try a H100i

Did you mean 0.025V? Going up a quarter of a volt is crazy high.
