Disregarding budget, the highest performing card is the GTX 690. But thats dual GPU and incredibly expensive. Once you get down to the single GPU area, its 7970 vs 680. Both are good for different things, and my leaning is towards the 7970 because its generally well accepted that its performs better at higher resolutions and with multiple monitors, but at 1080p they are pretty neck in neck, with the 680 having a slight advantage.
