Hi,

consult the GPU manual if there's a switch on the card itself that enables some sort of silent mode and check the fan settings in Radeon Software. If everything seems normal, try to uninstall the drivers and the video card itself and see if that helps. If nothing helps I suggest you contact the manufacturer support.

Yes i did i have only had this issue since i tryed to oc my gpu with afterburner. When i applied a 100mhz oc it started thermal throttling so i uninstalled afterburner and in wattman even with the fans manually set to max its still 0 rpm.

Try MSI afterburner, it lets you manually tweak the fans. They should be working, so something weird is going on. And just as the other person said, inspect the card for a manual shut off button, might've accidentally pressed it.

But if turning it up in after burner does nothing, might be a hardware issue and so you'd have to contact the manufacturer

does the screen go black? and make sure your fan curve is set correct if this still happens uninstall your GPU Driver and Uninstall Afterburner and then reinstall both if it still happens then it could be a power issue as u overclocked it and ur PSU cant handle it
