Trying to delete one file

So I am trying to delete this one .dll file. I have no use for this file since it was involved in a crappy download attempt that I scrapped.  I was able to delete all the files except for this one file.  Every time I try to delete this file it sends a message that it is being ran.  So I go to task manager to end that task, then go back to delete that message.  Now it is saying that its still being ran through a different application.  This cycle has continued through most my applications and repeating.  Any ideas how to finally delete this one file?

So I just tried to reboot and go into safe mode but it is still acting the same way

Since it's an Nvidia driver file you should download Display Driver Uninstaller and have it wipe Nvidia drivers

So those pictures show that It is being ran from an NVidia driver but this was a attempt to download LabVIEW softwear. I don't know if that makes a difference

Thank you everyone, The file has been deleted, I don't know how or was voodoo happen, but after restarting multiple times it has been deleted for some reason by it self
