computer time all fucked up

so i went to time.is and it said my time was 59 minutes ahead but my system time was the time it said it was for my location (and yes AM too)

 

so i went in windows and put it on auto set time. and it changed my time to 12:40am (its 1:40 at time i did this) then I refeshed time.is and it said my system time was correct, 

 

but it said my city's time was 1:40am and my pc is at 12:40am, any reason why?

it fucks with timestamps and stuff, its annoying

I'd say you either have the time zone off by one or you're using a VPN that has the server on the time zone next to yours. I can verify that the VPN thing will do the thing. At least my F-secure Freedome does it.

nope, don't even have a vpn installed, and for someone no matter what time zone i pick it will not be the time it actually is for where i live
