IMHO no you should not upgrade to kaby lake. There really is not much of a difference.

Also. Do not use any overclocking profiles that may come with the BIOS. I suggest you do some research and learn how to properly overclock that processor. you will end up with a higher, stable overclock with lower voltages.

Also, can you give us a link to pcpartpicker for every part of your build and future desired upgrades. Once you do that I can comment on the motherboard.

CPU: Ryzen 7 2700x cooled by Pure Rock Slim // RAM: Gskill Flare X 3200mhz CL14 2x16 32GB// GPU: Powercolor Red Devil RX 6650 XT 8GB// Motherboard: ASRock B450m Pro 4 // PSU: Seasonic G550 Gold 80+ // Storage: 4TB pcie nvme game drive, 512 GB m.2 sata3 OS Drive, 4 TB WD Red HDD // Monitor: Samsung S22D300 21.5" 1080p 60Hz, MSI 27" 1080p 144hz Freesync 1ms display // Peripherals:  Logitech fancy shmancy keyboard and moise with rgb and gaminess stuff, very fancy | Kingston HyperX Cloud Core headset

Don't worry about the performance difference, its basically negligable in games, the 6600k will do fine and you don't need to return it.

CPU: AMD Ryzen 5 5600X Heatsink: Gelid Phantom Black GPU: Palit RTX 3060 Ti Dual RAM: Corsair DDR4 2x8GB 3000Mhz mobo: Asus X570-P case: Fractal Design Define C PSU: Superflower Leadex Gold 650W

The only real benefit to get kaby lake is for motherboard features that are few and far between. The components you want are pretty standard and the 6600k will do great.

Sounds like that motherboard will do just fine with manual overclocking. However, there are better overclocking boards out there. The ASRock extreme 4 is a good one.

The PSU I would go for a 650w gold if your gonna overclock. 750w if your gonna sli another 1060 later down the road.
