When I order my pc I am going with one gpu and I am doing a custom loop if I ever wanna add another gpu would I just drain the loop and get the required parts for the second gpu or would I have to bend all the tubes again?

Depends of course on how you set up your loop. Let's say you'd leave enough tube going straight down from your gpu, you'd probably get away with just cutting that tube and fitting the second gpu. The only thing you'd have to do then is to cut fitting straight pieces of tube for in between the gpus...

Yes it's perfectly possible to do this, providing you build the loop with that in mind. Worst case, the only tube you'd need to bend again is the one going to the bottom GPU as the top card won't be going anywhere of course. It entirely depends how you route your tubing, but with a bit of thought and planning you can make it easier for yourself if and when you go SLI.
