i have been having troubles ever since i got this pc.

i got this system as a gift it was a bit old but not TOO old. could handle stuff like minecraft 60 fps np.

but then i upgraded the gpu to a gtx960 and then stuff started happening.

i believe the cpu is bottle-necking mu gpu hard.

because of this i went to try overclocking and found that the cpu isnt even running at target speeds.

could i possibly get someones helps with this?

The CPU decreases its own frequency when not in full use. If you open a game then look at it the speeds should be at their rated ones
