Microsoft Visual C++ Help needed

I cant get any games to run that require microsoft visual C++, when installing it (from steam or from download) it seems to get stuck.

ive tried this:

but says i dont have access on the command prompt for " move "C:\ProgramData\Package Cache\3ACBF3890FC9C8A6F3D2155ECF106028E5F55164\packages\Patch\x64\Windows8.1-KB2999226-x64.msu" C:\tmp ".

ive tried uninstalling and reinstalling, its a fresh install of windows 8.1 (going to upgrade soon :P, aslo might reinstalling a new windows help this) so the old visual C++ was aslo new.

Any help is appreciated, thanks Zech.
