750Ti only running at PCIe 2.0 x1 in Intel Q43

So, I have this Fujitsu Esprimo E5730, in which my (normally not used) GTX 750Ti is only running at x1 instead of x16. Even if I ''turn on" the render test in GPU-Z.

In my Desktop it is running at x16, so it is not broken.

Intel ARK says, that this chipset only Supports PCIe 1.1, but that's clearly not right as you can see in the screenshot below.

I don't know how it is with the lanes. However, I do not think that it only has 1 lane, as I saw it working at x2 once. Albeit, for a short time before it crashed...

 

Has anyone any idea?

If it is oaks then it's probably not at x1
