Computer running very slow

OS: Windows 7 Home 64 Bit
CPU: Intel I5 4690k
RAM: 16GB
GPU: Asus strix gtx 970
Motherboard: MSI z97-g55 sli Guard Pro
120gb SSD for boot drive 
2 tb secondary drive

My computer has started running very slow, i have tried updating all software (GPU, MOBO, Windows) and have tried clearing space on my ssd. For whatever reason when i try to use google, or play a game my computer starts chugging. It appears to be something with the processor, according to core temp all cores jump to 100% load while trying to watch any video in HD. It also seems that simply moving my mouse in a circular motion puts all cores around 50%.  Any ideas would be great! Thanks in advance.
