Your price point is actually much higher than you need to spend, if portability and battery life aren't a concern. A $400 laptop would meet your criteria.

Is it possible to get a gaming laptop that can run CIV 6 & basic action games on medium -to- low settings for under 500 with 650 for Leeway. I plan to buy in March, but I'd like to know some specification (preferred newer dedicated graphics card model) to look out for & compare the best bang for buck.

Scratch that: kaby lake processors aren't really much better than the last generation. Instead, you should get last year's laptops because the new ones aren't much better.
