I've never installed this heatsink so I'm not familiar with the mounting mechanism, but it could be that you have the metal bracket reversed. It is also possible that you are using the wrong mounting position. Check the manual and be sure your are following the steps for LGA 1150.

Main Rig: CPU i7-4790k / MOBO Asus Z97-Pro (Wifi-AC) / RAM 16GB HyperX Fury 1866 MHz / CPU COOLER Dark Rock 3 / GPU Asus GTX 1070 Strix  / CASE Evolv ATX Tempered Glass / SSD Crucial MX200 250GB / HDD  WD Black 1TB + WD Blue 3TB / PSU EVGA 750G2 / DISPLAYS 2x Dell U2414h / KEYBOARD Corsair K70 RGB Cherry MX Brown / MOUSE Logitech G602

Laptop: Dell XPS 15 / i7-6700HQ, 16GB RAM, 512GB SSD, GTX 960m, 1080P Display

Is there a way to have access to only that bar? Because you can just bend it back. Also, are you actually installing the backplate onto the board then the cooler overtop? Because from what you've said, it kinda sounds like you aren't... either that or I'm being dumb. Another thing, are you tightening the screws evenly i.e in a cross pattern, and not too tight?

I did all the steps you've mentioned but it didn't worked out...

I even tested to attatch the backplate and cooler  away from the motherboard if it works out. But still bad result...
