A friend wants me to build him a system, he has £2000 (Nothing more) in mind for the budget, he wants to game @ 4K but he isn't sure what to get, neither am i.

 

He wants as much of the build to be RGB as possible, No monitor, Mouse or keyboard.

needs to include windows.

With that kind of price point you can pretty much go for no compromises build. And that means an i7 with 1080 I suppose. As far as mobo and specific card model is concerned I suppose this:

kind of limits your options. Though I'd go with RGB fans (and/or stripes) instead of hardware since it looks just as good.

He just wants all the parts to have RGB in some way, not to cost an arm and leg.
