Nope, the i5 6500 is a good bit better... if you can afford it, there's little reason to go for the FX-8320E.

Depending on his budget, try and get a i3 6100. it'll be much better than most AMD alternatives. and it'll put him on the Skylake platform if he ever wanted to upgrade to an i5 or i7, or Kaby Lake

No reason at all to buy AMD at the moment. They haven't released an actual new CPU in years...new i3's will dummy them in a lot of scenarios.

Either wait for ZEN to come out and shake things up, or go with the blue guys.

This is really going to hurt saying this but ... pwn_intended is right. Personally I would take the time and wait for Zen, but if he needs a new PC now go for Blue team.
