Yes, although you get the option of overclocking plus a better motherboard for future upgrades with my suggestion. If he has the money I would go with what I suggested, although you suggested a much cheaper option that is very good.

If you want to overclock you would probably want to go with a i5-6600k. Although overclocking won't make too much of a performance difference. So you could save $200 and get what @Stardar1 suggested.

if you are not going to try for extreme overclocking, the extra cash on a liquid cooler and high-end motherboard are kind of wasted, this will perform well, and even if you upgrade to a 1070 it will still do great.

Another Option  Much better liquid cooling if you decide you want to increase your overclock.  More bells and whistles for your Mobo with RGB lighting.  8GB of RAM is good enough for gaming.  We're not all going to agree on what you should do on this forum, so just take a look at all of our suggestions and just do what your comfortable with.  EDIT: Seems I forgot to remove the H80i off that parts list.  subtract that from the total and you'll see your under your $500 budget.

What motherboard is it? AMD processors are pretty dated, so you MIGHT run into some bottlenecking depending on the game your playing or other tasks you may want to do.  Anyway I found this pretty helpful:

sounds amazing. Make sure to get 2X 8gb ram for dual channel 16 gb total.

8 gb isnt enough nowadays, some games I play use over 6 GB and some over 8 GB
