or an AIO. I will admit that a nice air cooler will do quite well unless you have a lot of heat to move. Like my 8350 overclocked to 4.5 Ghz  1.375 volts (doesn go to 1.4 with LLC) will pull 180 watts the air that comes from my h100I is warm feeling but my CPU sits around 50C

Well it does kind of depend on the definition of 'budget'. How much are we talking here?

 

But that aside, you don't need an AIO or water cooling to stop your 'temperatures going out of control'. Clearly there is something wrong with your system if it is doing that. Good air coolers don't have that effect, so some troubleshooting is in order.

I was thinking 300 to 450 dollars

For just CPU that's do-able. Adding a GPU in to the mix will be tough.

 

But as I say, you can get great temps on air, even OC'ing... so it sounds like you have a faulty cooler or something going on. You don't NEED water just to get decent temps!
