Can't format harddrive

A friend of mine is upgrading to an ssd. He then plans to format his harddrive, but in the BIOS he is told that he do not have the premission to format his harddrive. Can anybody help him?

Tried doing it whilst signed into the PC?
my computer/computer > right click the drive > format

Also why is he trying to format it now, if he doesn't have the ssd yet?

No, he have not done that. He though that it would be best to do it on the BIOS level

Its best to do it through Windows, as far as i know thats also the only way to do it, or only way I've seen people do it anyways.

how about getting it off and finding another computer to execute format?

I thought about it my self, but he don't have one extra computer

He can not do it that way, it prompts him and tell him that he don not have the permission to do the format
