RPI3 Hostapd Basic Networking

Ok so i have tried setting up Hostapd on my Raspberry Pi 3 Model B for awhile now and i have followed this tutorial and have made many edits so as that it works. https://frillip.com/using-your-raspberry-pi-3-as-a-wifi-access-point-with-hostapd/

I have checked everything i have a WiFi dongle which supports access mode. I have reinstalled Raspbian and now i am going to follow this one. What i want to know is would this one work and is there anything i should look out for? Also i may revisit this post in case i run into any problems. When i type the commands

sudo service hostapd start it's fine however when i type

sudo service dnsmasq start i get this......

Job for dnsmasq.service failed. See 'systemctl status dnsmasq.service' and 'journalctl -xn' for details.

I also recieve dnsmasq: failed to create listening socket

I'm pretty new to networking so any technical terms i may find difficult to understand.
