If it's a reference card, a aftermarket cooled 470 would probably do better than it due to bottlenecking. If you increase the fan speed to max, you should get better performance, but also make your PC sound like a jet engine.

my xfx rx480 scores around 14k on firestrike so yeah this is very low.

4279 for graphics score, I've got my clock at 1350mhz but that shouldn't make a 700+ score difference

How to figure out what is going on 

are we look at the gpu score not the total  for gpu I got 3609
