GPU Usage oscillating between 0%-100% frequently

I am also using a dell U2515H which is 1440p

 

I have been watching my GPU usage and it constantly fluctuates from 0%-100% when playing video games.

I took some screenshots of the usage while playing XCOM Enemy Unknown.

 

I have a Sapphire RX 480 Nitro+ OC.

I don't OC either the GPU or CPU

 

Has anybody had this problem or know whats wrong?
